Who Do You Think Was A Better President: Herbert Hoover Or George W.Bush?

I think we can all admit, that these two were not the best. They were/are certainly hated. However, who was better or worse? The President who did nothing during the Great Depression, or the President who people swear will go down as the worst President in History?
