Help in yzing this poem (Best answer gets 10 points!)?

This is too easy to really require an answer as the poem is straight forward. Have you never seen rain break a drought or fall on dry ground? What is the effect? Why would someone celebrate such an event? Listen to the sounds created to give the effect of rain?
