If you believe in reincarnation and Heaven and Hell do you think people who go to Hell also get reincarnated?

Presumably if reincarnation was real then the devil would also be able to give relife to those sent to him! Also, do you think that going to Heaven would be a waste of time if you get reincarnated and are only going to be repackaged for Earth? Thanks.
