Is there a procedure if you are stopped 3 minutes apart by 2 troopers and receive the same ticket,no insurance

I was on I-65N coming from Alabama to North Carolina and I was stopped twice by state troopers. The first time I was speeding so I had reason to be pulled over and get a ticket for speeding and having no insurance. The second time I was pulled over for nothing and received the same ticket for driving without insurance. What was wierd about the whole thing was that I was pulled over within 3 minutes of just being pulled over by another state trooper. I am in the process of getting liability right now but I feel I should not have to pay for 2 having no insurance tickets, in the same state and the 2 interactions with the state troopers not even a mile apart. What do I do?
